Function

 TheTanzania Civil Aviation Authority (TCAA) was established on 1November 2003 as a corporate body, pursuant to the Tanzania CivilAviation Authority Act 2003 (Act No. 10 of 2003) which has beenconsolidated with the Civil Aviation Act 1977 (Act No. 13 of 1977)and now titled as the Civil Aviation Act Cap 80 of 2006 [RE]. This ispart and parcel of a much larger reform programme covering theeconomic and public service sectors, which is being implementednationally.

TheAct mandates the Authority to regulate the activities of persons andinstitutions carrying out air services, aeronautical airportservices, air navigation services as well as continue with theprovision of navigation services.

SAFETYREGULATION

TheAuthority is responsible for safety and security oversight of theaviation industry in Tanzania. It ensures that Tanzania implementsinternational safety and security standards established under theConvention on International Civil Aviation (the Chicago Convention).These functions are done under the division of Safety Regulationwhich has five technical sections namely, Personnel Licensing, FlightOperations, Airworthiness, Air Navigation and Airport Regulation andAviation Security. In addition the division also manages the AccidentInvestigation and Prevention unit, which by statute is under theMinister responsible for civil aviation.

PersonnelLicensing

Itis responsible to see that aviation personnel who by law are requiredto be licensed or certificated are competent and meet establishednational and international standards before being licensed orcertificated, and that there is an effective system to ensuremaintenance of their competence.

FlightOperations

Itis responsible for safety oversight of regulated air services andproviders to ensure that air operators are certificated and operatein compliance with established national and international safetystandards and recommended practices.

Airworthiness

Itis responsible for safety oversight of regulated services andproviders including aircraft, aircraft maintenance, maintenanceorganisations and personnel, to ensure that they are certificated/licensed and operated in compliance with established national andinternational safety standards and recommended practices.

AirNavigation and Airport Regulation

Itis responsible for safety oversight on regulated air navigationservices and aerodrome operations to ensure that they are certifiedand operated in compliance with established national andinternational safety standards and recommended practices.

AviationSecurity

Itis entrusted with the responsibility of ensuring that civil aviationis safeguarded against unlawful interference and to ensure thatsecurity programmes are instituted and facilities installed to assistin the assurance of security. The Authority advises the aviationindustry and other stakeholders in the management and control ofaviation security in accordance with national legislations andinternational standards. It also takes a leading role in ensuringthat national policy, regulations, circulars and orders relating toaviation security matters are updated in line with currentinternational standards and recommended practices.

Accidentprevention/Investigation

TheMinister responsible for civil aviation appoints the Chief Inspectorand a Deputy Chief Inspector, as well as Inspectors of Accidents inaccordance with the Civil Aviation (Investigation of Accidents)Regulations, 1993. However, the management and investigation isconducted under the division of Safety Regulation through delegation.The primary objective of these investigations is to prevent similaraccidents or incidents recurring in the future by issuance of safetyrecommendations.

ECONOMICREGULATION

TheAuthority is responsible for promotion of effective competition andeconomic efficiency, protection of consumer interests, protection offinancial viability of efficient suppliers, ensuring availability ofregulated services to all consumers of air services and coordinatingair services agreements. It is entrusted with monitoring tariffs,rates and performance standards for sustained air services in anorderly and efficient industry. It also collects and disseminates airtransport information and data to the public for their informationand use. Further it evaluates and conducts reviews of the industrydevelopment. These functions are done under the division of EconomicRegulation which has two sections, namely Air Transport Regulationand Research & Business Analysis and Forecasting.

AirTransport Regulation

Thesection is responsible for monitoring the performance of serviceproviders, establishing and implementation of procedures for theregulation of air services in Tanzania. These include licensing ofscheduled and non-scheduled domestic and international air service,issuing of operating permits, monitoring the performance of airservices operators, monitoring fares and rates to ensure fair playand advising the Authority on any anti-competitive activities byoperators plus the enforcement of regulations and standards. Itcoordinates BASA negotiations with the Ministry and otherstakeholders. The National Air Transport Facilitation Committee ismanaged under this section.

BusinessAnalysis and Forecasting

Thesection is responsible for the economic evaluating of the airtransport and related industries. It is responsible for research,collection, and processing and data analysis. The section developsand maintains a data bank and produces reports with customer focus(both internal and external).The analytical reports form thebasis for advice to the Authority ,the government, the industry andthe public in general on trends and their impact on the smooth,efficient, affordable and orderly development of air transportservices.

AIRNAVIGATION SERVICES

TheDivision is responsible for provision of air traffic management,communication, navigation and surveillance and aeronauticalinformation facilities and services within DAR FIR and at 13 stationscountrywide.


Communication,Navigation and Surveillance facilities

Toprovide the above services, the Authority uses 28 navigationbeacons/landing aids, air-to-ground and ground-to-groundcommunication. In line with current developments, the Authority hasinstalled a very small Aperture terminal (VSAT)in cooperation withSADC States to enhance its air traffic control services.

Airtraffic control services are provided at 13 aerodromes namely Dar essalaam, Zanzibar, Mwanza, Arusha, Dodoma, Mtwara, Iringa, Kigoma,Tabora, Pemba, Tanga, Songea and Mbeya.

AeronauticalInformation Service (AIS) is provided mainly through the AeronauticalInformation.


Searchand Rescue Coordination

TheAuthority is responsible for initial coordination of search andrescue operation involving loss or accident of aircraft within theDar es Salaam flight information Region. The aim is to secure timelyrescue wherever possible and to save lives. The authority hands overthe coordination to the police once these arrive at search and rescuecommand centre.
