The Director General of the Tanzania Civil Aviation Authority (TCAA), Dr. Jabiri K. Bakari, has reaffirmed the Authority’s commitment to building a world class Civil Aviation Authority in Africa, aspiring to achieve standards comparable to European civil aviation authorities in regulatory quality, technical competence, operational effectiveness and aviation safety oversight.

He made the remarks during the exit meeting of the European Union Aviation Safety Agency (EASA) technical assistance mission held on 3 September 2026 at TCAA Headquarters in Dar es Salaam. Dr. Bakari thanked the European Union for its continued support and confidence in Tanzania’s progress. He also highlighted TCAA’s efforts to strengthen its regulatory systems, including the development and implementation of its own Civil Aviation Services Portal (CASP), an internal TCAA initiative which was commended by the EASA team.

The EASA team expressed a positive impression of the progress and efforts demonstrated by TCAA during the three-day mission. The team acknowledged the progress made and encouraged TCAA to maintain momentum in handling aviation safety oversight issues.

The Head of the EU Delegation reaffirmed the EU’s commitment to supporting Tanzania through technical assistance, practical approaches and knowledge sharing. He informed TCAA that, the EU has dedicated EUR 2 million towards supporting Tanzania in its efforts to improve aviation safety. 

The EASA delegation was led by Jose Miguel Manso Angulo and comprised Gustavo Juan Roman Barba and Antonio Portales Pelaez.

Conducted from 1 to 3 September 2026, the mission reviewed TCAA’s progress in implementing corrective actions and strengthening aviation safety oversight. Discussions covered legislation, organisation, accident investigation, personnel licensing, airworthiness and flight operations, as well as engagements with air operators on findings, Corrective Action Plans and implementation tracking.

The mission forms part of Tanzania’s continued efforts to strengthen aviation safety oversight and demonstrate sustained progress towards meeting the requirements for removal from the European Union Air Safety List.
